According to relevant regulations such as the "Management Measures for Environmental Protection Acceptance of Completed Construction Projects" and the "Notice on Standardizing the Independent Conduct of Environmental Protection Acceptance of Completed Construction Projects by Construction Units (Draft for Soliciting Opinions)", the construction unit entrusted Suzhou Hongyu Environmental Testing Co., Ltd. to undertake the monitoring of environmental protection acceptance for the completion of this project in December 2018, The acceptance unit organized an acceptance team to visit the construction project site on January 22, 2019, reviewed the acceptance investigation report, and proposed acceptance opinions. In order to better carry out the environmental protection work of this project, the investigation report and acceptance opinions on the environmental protection acceptance upon completion of the project are now publicly announced.

1、 Project Introduction

Suzhou Kebesi Welding Machinery Co., Ltd. was established in June 2015, mainly engaged in the production and sales of mechanical equipment and accessories, electromechanical products, electronic components, metal products, and stainless steel products. Sales: metal materials, wires and cables, communication equipment (excluding satellite television ground reception and radio transmission equipment), office supplies, automotive accessories, household appliances, hardware and electrical appliances, and non hazardous chemical products. The project is located in Building 1, Fuxing Road, Changkun Industrial Park, Shajiabang Town, Changshu City. It leases an empty factory building of Suzhou Zhonghui Real Estate Operation Management Co., Ltd. with a rental area of 2700 square meters; The total investment of the project is 5 million yuan.

In 2018, the enterprise relocated to Building 1, Fuxing Road, Changkun Industrial Park, Shajiabang Town, Changshu City. Production began in June 2018, but environmental impact assessment procedures were not completed. In accordance with the relevant provisions of the Environmental Impact Assessment Law of the People's Republic of China and the Regulations on Environmental Protection Management of Construction Projects, On August 8, 2018, the People's Government of Shajiabang Town, Changshu City issued an administrative penalty hearing notice (Sha Zong Penalty Huan Zi [2018] No. 6) to Suzhou Kebesi Welding Machinery Co., Ltd., imposing penalties on it and requiring it to rectify within a specified period of time. Suzhou Kebesi Welding Machinery Co., Ltd. has submitted a fine and entrusted Jiangsu Lvyuan Engineering Design and Research Co., Ltd. to conduct environmental impact assessment on the "Suzhou Kebesi Welding Machinery Co., Ltd. New Copper Chromium Zirconium Lead Frame Material Processing Project".

In August 2018, Jiangsu Lvyuan Engineering Design and Research Co., Ltd. completed the environmental impact report form for the new copper chromium zirconium lead frame material processing project of Suzhou Kebesi Welding Machinery Co., Ltd. On September 6, 2018, it obtained the approval opinion from Changshu Environmental Protection Bureau (Chang Huanjian (Sha) [2018] No. 14).

(1) Exhaust gas monitoring results:

The waste gas of this project mainly includes grinding waste gas and sandblasting waste gas.

The grinding process of this project generates dust, with the main pollutant being particulate matter. The exhaust gas is collected by the gas collection hood and then connected to a set of pulse bag dust collectors for treatment before being discharged through a 1 # 15 meter exhaust funnel. Uncollected exhaust gas is discharged in an unorganized form through workshop ventilation.

The sandblasting process of this project generates dust, with the main pollutant being particulate matter. The exhaust gas is treated by the built-in bag filter of the equipment and connected to a set of pulse bag filters for treatment before being discharged through a 1 # 15 meter exhaust funnel. Uncollected exhaust gas is discharged in an unorganized form through workshop ventilation.

During the acceptance monitoring period, the organized emission concentration and emission rate of particulate matter reached the second level standard in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996), while the unorganized emission concentration reached the unorganized standard in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996).

(2) Wastewater monitoring results:

The wastewater generated by this project is mainly domestic sewage. Domestic sewage is discharged through the municipal pipeline network to Changshu Shajiabang Changkun Sewage Treatment Co., Ltd. for treatment, and the tail gas is discharged into the Zhangjiagang River. The domestic sewage of this project was not monitored due to the shared bathroom between our unit and other enterprises on the same floor.

(3) Noise monitoring results:

The main sources of noise in this project are ordinary lathes, CNC lathes, machining centers, milling machines, slow wire machines, bending machines, sawing machines, and other equipment. The construction unit reduces the impact of noise on the surrounding environment through measures such as reasonable layout and wall sound insulation. During the acceptance monitoring period, one measurement point is placed at a distance of 1 meter outside the factory boundary. During the acceptance monitoring period, the noise emissions around the factory boundary meet the Class 2 standard requirements of the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008).

(4) Solid waste on-site testing results:

The solid waste during the operation period mainly includes household waste, general solid waste, and hazardous waste. Hazardous waste includes waste cold heading oil, waste lubricating oil, and waste cutting fluid, which are collected and entrusted to Suzhou Heyuan Environmental Protection Technology Co., Ltd. for treatment. General solid waste mainly consists of waste scraps and unqualified products, which are collected and sold externally; Domestic waste is entrusted to the sanitation department for transportation.
